Tom Barrett

Current Employment: Founder & CEO of BendTel, Inc.
Past Experience: Tom was a flight controls design engineer at Boeing Aircraft in Seattle, before moving to Bend in 2001 to pursue his outdoor interests (including skiing, bicycling, and hiking). He founded BendTel in 2003, and has been providing Central Oregon with business-class telephone and Internet services ever since.
Civic Involvement: Tom supports a variety of civic organizations including the Bethlehem Inn, the Boys & Girls Club, Habitat for Humanity, What If We Could, Shepard’s House Ministries, Saving Grace & Teen Challenge. Tom also writes and regularly contributes to telecommunications articles for industry publications.

Connie started the Bend Express Personnel and Express Professional Staffing office in 1983 and opened the Redmond Express office in 1999. She is one of the original 20 franchisees of Express Employment Professionals. Today, there are approximately 658 offices worldwide.
Through Connie’s leadership, the Bend and Redmond offices have continued to win international awards and are in the top tier of recruiting firms across the country. This was illustrated by Connie and her staff’s designation as Franchisee of the Year in 2003. Carolyn Eagan

Past Experience: Eagan worked as the Regional Economist for Central Oregon and South Central Oregon with the Oregon Employment Department. In that position, she produced and analyzed employment trends, including the unemployment rate and monthly job growth in the region’s major industries. She has been a member of both Redmond Economic Development Inc. and the Bend Economic Development Advisory Board. Eagan has been consulted by economists and journalists nationwide on analysis pertaining to Bend’s economy.
Civic Involvement: Board Chair for Commute Options for Central Oregon, Bend’s Transportation Safety Advisory Committee and was integral in forming the City’s Road User Safety Task Force.

She has experience in many different areas ranging from drafting of simple wills to large business sales.

Past Experience: Rebecca L. (Becky) Johnson, Ph.D., is vice president of Oregon State University-Cascades Campus, serving as the campus executive and reporting directly to the provost and executive vice president of Oregon State University.
Prior to OSU-Cascades, Dr. Johnson had built a nearly 25-year career at Oregon State University, most recently, as vice provost for academic affairs and international programs. Prior to her appointment as vice provost, Dr. Johnson was the associate dean for academic affairs and international programs in the OSU College of Forestry. She joined OSU as an assistant professor and holds the rank of full professor in the College of Forestry.

Justin Sivill

Justin previously worked at CHI Franciscan Health and Harrison Health Partners in Washington where he served as Director of Operations from 2014–2018, while simultaneously serving as CHI Franciscan’s Interim Director of Quality and Population Health for about one year. In those roles, his achievements include doubling Harrison Health Partners’ total number of providers and adding seven clinic locations over a four-year period.  As the Director of Quality, Justin led the redesign of the outpatient quality department and helped produce a dramatic improvement in quality scores; strong provider engagement and substantial value-based contract savings as a result of operations redesign. He has also amassed significant achievements while employed at several other health care organizations and is an expert in redesigning telephone systems, building care teams, and creating open access in clinics and hospitals.
